You must be 18 years of age and a U.S. citizen to vote in California. (17 year olds may register to vote if they will be 18 by Election Day.) Legal residents of California who are not U.S. citizens, and illegal California residents are not eligible to register or vote. Convicted felons currently serving a prison term or on parole are not eligible to register or vote. A California driver’s license is not required in order to vote. Source
