I totally agree. But if I was there I'd differently stare. But if Emily caught me staring and said "My eyes are up here" I'd say "Dam then don't wear that shirt if you don't want me to stare!" then continue staring.
I can't tell if the outfit works or not, because I can't see her shoes. I'll just imagine the pants are rolled up and she's wearing black strappy heels.
